Scout maintenace game balance issue?

If scouts cost 1 bc/turn, this really hurts the human player in the early game. Why? Because the AI doesn't build scouts - they don't need to. Was there any thought of how much this would disadvantage the human players in the early game? I usually build 4 of the critters - and 4bc/turn is a LOT in the early game.
I don't oppose the 1 bc per - in fact, I'd support making constructors and colony ships 1 bc per. But only if you found a way to give the players more money in the early game to compensate (like better starting PQs).
Besides, if I'm paying 1 bc per scout, I expect the damn thing to have an auto-scout feature.

This 1bc/Scout should also allow for a cheesy tactic -I didn“t try it out, but I believe it could work:

Build lots of Scouts, and give them to the Ai to bankrupt them. :D

The wall of scout cheese would no longer be effective in 1.04 so maybe they will consider removing this scout maintenance, if the sole reason for it was to combat cheese.

I never used the WoS for blockading planets which is what 1.04's change eliminates. No, I used multiple WoS to hedge in resources and yellow stars until I could get there and that is what the maintenance has put a major crimp in.

It should stay.

Reread the beta changes - you're right. It does say that you cannot blockage stars. I read it as they have found a way for ships to move through other friendly ships who were blockaging other stuff such as resources.

Well, like others did say, putting 1bc on scouts just results in wall of freighters, colony ships, etc...
