Sort of speaks for itself...if you can't see it, thats +239 rate of MY culture on an enemy home planet from massive deliverance spam.

The onnly thing i dont get is, is why maximum allegiance rate is +- .07%.

I think at the very least the deliverance engine should speed up the culture rate substantially.

it does....like +25 of your own culture rate at the targeted planet per shot. thats why that planet has accumulated a 200+ rate

Its very easy to culturally burn out a system(your culture lingers for a long time in the whole system)

Does allegiance go down any faster with it though?  I haven't actually timed it and checked.

rate of change in culture & allegiance depends on the strength of competing cultures in a gravity well. A freshly built broadcast tower has no culture/allegiance influence.
