Anyone notice minor races get lots of techs super fast?

Many of the minor races have just one single planet, and yet they develop techs at arate that far outstrips everyone else.

Is this supposed to happen? Version 4.x

Oh, and lots of money in the bank too - and mid-game the single planet they held had 20 good ships parked there. WOW! Can't attack him!

The minor races get lots of money, so they usually get to buy the techs they don't have. Then, they can focus on researching the more advanced techs.

Whenever a major AI gets a new tech, I think they tend to sell it to the minors.

I don't think the minor races cheat. They do get lots of starting money, a high-quality planet, a good economy, and a good cultural resistance rating. They get a full complement of trade routes even though they only have 1 sector, so they can fund at 100% with cash left over.

OK, that's good to know.

Plus, from what I've read, their intelligence level -- which also governs how many race points they get, et al -- is always at intelligent. In other words, if you play at levels below that, the minors should make more efficient use of their resources than the majors.

Well, the minors do have an advantage by sitting in a sector and not expanding beyond it. One is being able to pour all that production into research to get tech fast or a lot into social to get wonders early. And let's not forget military when they feel a war is coming. All the majors are so busy expanding, building starbases everywhere, and getting a fleet big enough and bad enough to protect a sprawling empire. It is this potential concentration of resources onto a narrow point that can make a minor dangerous.

Also, I think that minors tend to start building a trade good or wonder as soon as they get the tech prerequesite. The majors are more busy with expansion, military, or building up their infrastructure.

The minors tend to build wonders or trade goods, even if that isn't their best long-term strategy. The majors are more intelligent about deciding whether or not to build a trade good or wonder.

Also, when a new minor is created, they seem to get all the techs everyone else has.

That seems to depend on how the minor is created. Rebellion and I-League defection do grant a limited number of techs based on the original planet's owner's techs, and the bad event races operate as described. The generic 'new minor race' races don't appear to though.
