[Vista 32] Galactic Civ 2 Gold stutters?

Yeah I edited the other post. Fixed that one, now this

 

The sound and video stutter, like there's lag. How can there be lag on my hard drive? I have 1 gig of RAM but dual core. Do I need to patch?
