Governer Questions.

There are a limited number of governers. How do you assign a system to particular governers? Do you do this? Am I looking at this in the wrong way? And if this information is available, where can it be found?

The first governor is the default governor. If you want to change a planet's governor, bring it up in the planet data win and then click details.
