Taskbar not being skinned / Drop down menus come up blank

When I was running WB5 and WB6 the VistaXP skin worked fine.  I updated the program to WB7 and it skins everything but the taskbar.  When I go to apply changes the taskbar reverts back to the Windows Classic look.  I am running XP with all the updates.

The reason I updated to WB7 was when I was using IE8 was when I clicked on the page, safety, and tools buttons, the menus came up blank.  When I changed the skin to Windows XP Style skin the menus came back.  They were only blank when I skinned IE8.  It did it with all the skins.  Not just VistaXP.  Any idea what could have caused this?  Another computer I got WB6 on is having this problem.
