Civ's break off war ---why?

Is there a reasonable explanation why civilizations will start war with you and then ask to cease the war a bit later when nothing that I can detect has given them reason to do so -- whattup with that???

Should mean that their relative military ranking has taken a hammering - are they at war with someone else, and hence losing vessels? Or perhaps someone else bought a lot of their ships... Could it be the awesome impact of your production achine churning out ships?
