The chinese local leadership of Zhejiang province assures us it was a tragic accident.
For some reasons (like a witnesses attesting that Qian Yun Hui has been held down by uniformed men while the truck drove over him and a inexplicably disabled security camera) it was decided that it won't be the local police examining this case.
