Try the recolor function in the Windowblinds configuration window or, if you like, the explorer backgrounds.

The start menu is a graphic image the theme author has created.  The simplest solution would be to choose a different theme.  If you want to modify the theme then..

The windowblind theme would need to be modified in SkinStudio to make changes in the right click menu and in the start panel.

The skin should re-color for you using the Colours tab in the windowblinds config window.  However, sometimes the start panel won't re-color...especially if it is a really dark skin.  Your only option then would be to open the skin in Skin Studio, and re-color it from there.  You could also PM the author of the skin and ask if that person would recolor it for you.

What is the name of the skin you are talking about?

Jazzy is correct. Really dark colors and white will not recolor at all in Windowblinds.

Another easy option is to apply a texture within the WB config.  In the screenshot above, it's the "Texture" tab to the right of the "Colour" tab.  After you click on that tab, notice in the lower left of the window that you have the option to "Use texture colour"  and "Apply to grey pixels" - selecting to use the color will typically change the color as well as add a textured surface.  Note though that the change will be made to the start menu, taskbar, and window title.  The texture colors do apply a little better on the really dark or light skins than the recolor option does. Won't do anything for the right-click though.
