Cheating/bugged AI? or more than one Titan allowed?

I just bought the game this weekend and played a long campaign in a huge multi galaxy map. During the most recent battle I destroyed a level 8 enemy ragnarov titan, my fleets were badly damaged and I had to retreat. My own titan had been in some pretty major fights and was only level 4. I was re-grouping and building ships when I noticed I was under attack in a different system; I was confused and annoyed to see that the enemy (same enemy) now had ANOTHER lvl 8 ragnarov titan, (different named unit - Reloaded to check) that was steamrollering over one of my systems. Now we are talking maybe 15 mins after I destroyed the other one, so they could have built it, but how could they get it to lvl 8... I just do not think it is possible unless the AI is cheating hard and gets some major buff to XP for their titans. It would appear a though they originally had 2 both at lvl 8, but I seem to only be allowed to build one
