did this change in the patch/release? (crusade- privater)

my privater does not seem to get a v good ship any more. after some checking i found:

<OnEvent>OnUnitGenerated</OnEvent>
      <PerformAction>
        <Action>ChangeShipToBestPirateShip</Action>
      </PerformAction>

did this change? if so can someone tell me what it was?
