Cannot move shortcuts to different fences?

Hiya! Been using the different fences versions for a few years now and have loved it overall :)

however recently i upgraded to Fences 4 and have had an issue popping up seemingly randomly. so. 

Everything starts out normal and in working order. Then at some point during the day i realize that i cannot move any of my icons into different fences. The only exception being moving a shortcut from the desktop to a folder portal on the desktop and back. 

when this happens I am also unable to move shortcuts between my 2 desktop pages. i can change page (with middle mouse button as is my preferred way to do it.) but i cannot move shortcuts between them. 

I have my desktop set up so that any new icon goes into a certain fence. not sure if that could have anything to do with the issue at hand. 

I also use Wallpaper Engine. in case there is a weird interaction between those two. but i have tried to close WE and it still does not allow me to move shortcuts. 

I am very new to forums like this so i also hope that i have placed this thread in the correct category... if not i do apologize. 

but, i am hoping any of you guys have any ideas as to how to fix this? 

 

Edit: The times that i have had this issue before i have fixed it by restarting my system, and it has gone back to working. But i figured i would see if any of you guys knew either a better way to fix it every time(having to restart PC possibly multiple times a day does suck), or a permeant fix :)

That does seem to fix it! at least until next time it messes up :P But thank you for providing a superior method than restarting the whole pc :D Much appreciated!

If that work. Than you might consider create a simple batch file and put it on your desktop. You just need to double click on it and restart explorer. The method is listed in the link I attached above.

taskkill /f /IM explorer.exe
start explorer.exe
exit
