Moving the Taskbar on Windows XP when one has WindowBlinds

This is how one can move the Taskbar:

To move the taskbar
Right-click the taskbar.
On the menu that appears, click Lock the Taskbar to clear the check mark.
The taskbar is now unlocked. You can drag the taskbar to a new location on the desktop.

However, I can only stretch it upward 1/2 way (from bottom to top).

My question is: If I can "drag the taskbar to a new location"; according to the XP Instructions within Help & Support, but cannot accomplish this prsently, is it because I am using WindowBlinds?

windowblinds has no affect over moving/resizing your taskbar.

It sounds like you are trying to use the very edge of it, the resizing handle.
To drag the taskbar, just click on an empty area of it and pull it to the screen edge you want to move it to.
