Where's my loyalty?

When I set my abilites before launching the game I used two of my points for loyalty. But when I looked at Domestic Policy/Stats, all my abilities are the except loyalty. It's set at the highest level 20% but no indication of it in the Stats menu. Do I still have it?? Why doesn't it show?

I was going to suggest it might show up as culture resistance but I just checked and couldn't see it..
any one know?
