What does Anomalous dificulty mean?

Either a problem with the submission or something that TPTB think has unbalanced the game. Try reloading the endgame save and resubmitting.

It is relaively easy to trigger the "unbalanced" flag. PQ mods and large amounts of cash are both believed to be able to do this.

I'm glad of that. It doesn't seem to work for me though :( 4 out of my past six games have gone anomalous for no readily apparent reason.
