What techs will extend my trandsport ships range?

I wanted to invade a "neighbor", but it says the range is too far from a stabase even though it's just one sector away. What techs do I need to research to extend my transport's range?

Here is the technology that extends the range of all ships.

You can also use Combat Transports once you get battleship tech which have a greater range.
