Is "Intelligent" still the AI par on resources level? And when are all subroutines available?

I remember the basic formula being 40+ailevel and Intelligent being 60 so the AI players got 100% of their resources- is this still the level. Just wondering what the current AI balances are at since tweaking has occured to the game.

Also was wondering what genius and incredible are at.

And finally at what level does the AI have access to all of its subroutines?

I think I remember, from a long time ago in a frogboy's post (by the time they improved Altarians), that from bright and up the newsubroutines would be activated. But that was for altarians. Maybe from the next level up (after bright). But this is just some 65% wild, 35% educated guess :)

The level at which the AI got no bonuses used to be Intelligent. But then Frogboy said he reduced the AI bonuses at all levels, in 1.12. So now, who knows.

AGH! I wanna know where it is- because the game seems a lot easier at at the level I played it at- I moved all AI's up to Genius (Crippling overall) and it's still pretty easy. I'm no THAT good...
