Applying effect only to cutout section.

Say in photoshop I make a round object and cutout a square in the object. How do I apply an effect just to the cutout selection and not the whole layer. I mean say I want to add stroke to the cutout selection and make the inside of the cutout selection have a black outline around it. How do I apply the stoke to just the cutout section and not the whole thing?

I would duplicate that layer. The duplicated layer on top use as your cutout. The layer underneath, apply whatever strokes or properties to that you want. ...if I understand your question correctly.

I use a similar method to SD's where in your example I leave the square cutout selected and then create a new layer above the selection and use "Edit>Stroke", this will apply the stroke to the selection only.

At the end of a project, I just use the method of:

Click once outside canvas to clear all selections > select top layer > hit Ctrl+A to select all on top layer > hit Ctrl+Shift+C to copy merged > Ctrl-click first layer to select contents > hit Ctrl+V to paste all components as one in a final top layer. I can now cut or copy my project to another project if I need to, or to a single layer file to control file size.
