Try copying your bootskin files (".bootskin") to a "temporary" folder that you create in say "My Documents", start Bootskin and set to the default boot screen, unload all programs, then return Windows to the default theme including icons.

Now uninstall the Bootskin program, restart computer.

Open "My Documents" and go to "Tools>Folder Options>View tab" and select "Show hidden files and folders", then click "Apply". Now go to "C:\Documents and Settings\"user account"\Local Settings\Application Data\Stardock" folder (where "C" is the letter drive, and "user account" is the name on the account when you are logged in), and delete any "Bootskin" folder found there. This will clear any cache that was written to this location.

Now go to "C:\Program Files\Stardock" folder (where "C" is the letter drive) and delete any Bootskin folder left there.

Reinstall Bootskin program and restart computer.

Copy the bootskin files in the "temporary" folder back to the proper location in "C:\Program Files\Stardock\Bootskin" folder (look for where the ".bootskin" files are stored by the program after reinstall).

Apply the Mandrake Linux WB, then reboot machine to make sure all is okay.

If everything is okay, start Bootskin and select the bootskin you want to use, restart computer to test the Bootskin program.

I have not used Bootskin for quite a while, so I may be of limited help on this one. If Bootskin works fine with other WindowBlinds, then there may just be an issue with the Mandrake Linux WB and the Bootskin in some way.

Good luck.
