One race has done nothing at all since I started the game.

The Torians are in the bottom left of a gigantic galaxy and, after years of turns, have yet to move the original two ships they were allocated and have not started building any improvements or ships. I am sending the save file to Cari. For this one, I am also sending the Prefs.ini file.

Sometimes the AI races seems to have major economic troubles or something like that. Perhaps the improved AI for the beta solves that?

Even with major economic problems, you would think they would at least move thier ships around, or even disban them in order to solve any economic problems they may have. Also, they are on planets with a class high enough to ensure that they should at least be able to build at least one improvement. Clicking on the star they own shows plenty of resources and income with no expenses, so it doesn't look like an economic problem.

And now, I have discovered a second race stuck like this.

BTW, all of the other races have their intellegence set in the 36-40% range (per my prefs.ini file).
