Stardock Central 1.02a doesn't work: "failed to initialize XML data"

This past weekend, my motherboard went bad (capacitors went bad) and my Windows install got screwed up in consequence, so I'm working from an older hard drive that has the beta of GalCiv (and Drengin Game Manager) but not the final-release version nor Stardock Central. I downloaded Stardock Central 1.02a just now so I could get set up and re-install GalCiv, but every time I've tried to start the program, I get the error message: "Failed to initalize XML data, please reinstall the application to correct this problem". I've reinstalled the program twice and even re-downloaded it, but to no avail. What, if anything, am I missing here?

*bump* I still need an answer to the question, especially now that I've re-installed GalCiv (I had to get the standalone update to 1.05 because I still can't get Stardock Central to work, and of course DGM is obsolete). Please advise!
