Changing single folder icons

"Change the default icons for individual files, folders, and programs on your system" ????

https://www.stardock.com/products/iconpackager/
Now I can right click on a file, go to properties, and I have an "Icon" tab, and can run Icon Ecplorer and select an Icon.

How do I do this for a folder, I only get "Customise" on right click properties, which is windows default, and I cant even select Icon Explorer. This does not even show any packaged icons applied, just the default yellow folder. Whick leads me to suspect that it does not integrate properly..??? It is restricting my use of icons, or making it a long winded effort to change a single folder icon. Surely it should be same as for file, with Icon tab?

Is this normal??

Try dragging the icon you want to use onto the area in the Icon tab that asks you to customize your icon. I believe you may be able to drag a full icon package onto it in order to browse through that...

There should be a "Change icon" button under the Customize tab.

Click the Change icon button > click "Browse" button > select "All Files" in the "Files of type" drop-down list > navigate to the icon (".ico"), icon library (".icl") , ".exe", or ".dll" file > select the file and click "Open" > select the icon you want if you selected a file with multiple icons > click OK, then Apply.

That should do it.
