space ownership

Something which I feel would improve the game further would be a greater feel of ownership of space between planets.

At the moment space between your planets can become quite cluttered with many alien ships passing through, alien starbases being built, and even wars being fought between other empires in your space. I would like to see this reduced somewhat.

Options to achieve this are

(a) add a no new alien starbases in sectors you own UP issue

(b) allow a starbase or planet upgrade to slow all other ships in your sector (would have path finding issues)

(c) allow a starbase or planet ipgrade to reduce ranges of other ships passing through your sector.

(d) allow a starbase or planet upgrade to block other ships passing through a sector.

(e) allow diplomacy treaties banning starbases or military ships from being in your sectors (only sectors with NO alien planets or starbases already).

(f) allow preferential purchase from another race of any starbases which are in sectors you own.

These ideas would help me believe that I was ruling an empire and not just a collection of planets.
