You can move a Terror Star inside a star system if you first create a stacked fleet with any kind of ship, and then move the stacked fleet inside the star system. I don't know if this is a bug or a feature, but if it was a feature I should be able to move the Terror Star there on its own, and constuctors sent into the system should somehow still be able to upgrade the Terror Star (which is not possible now). ~SDC~

As they are so close to my homeworld, cluture-flipping the conquered planet should be a breeze. I was wondering lately, when my starting location was directly beside a minor (the Scottlingas), whether that is a good thing or not... My map settings were rare planets, large galaxy, with all opponents on normal. It was hard finding a good starting location, and this one was quite good (Earth quality 21, plus two 16 quality planets in the same system) - except that the scottlingas were there. And in what radius do influence modules affect nearby sectors? one sector in each direction?
In my last game, I kept my initial survey ship right to the end, gobbing up every last scrap that I could find - it ended up with the following stats: hps: 110 att: 23 def: 16 ...does anyone else do this on purpose? I mean, that thing is quite a nice little killing machine now (for a survey ship) :p
