Why WindowBlinds for XP? in WinCustomize Talk WinCustomize Forums

I'm still at a loss... why would Windowblinds be needed under WinXP? Isn't the GUI already skinnable? Anyone know if/where one might find XP skins (besides MS Plus XP)? Thanks.
