I don't know a thing about the system the State of California may have set up but I don't have any information about it. I don't know how cannabis dispensiaries are run, what licensing one must obtain to run one, or how or what one buys for how much leading one to wonder how it is taxed. The biggest problem with the 'legalize and tax' approach is that Marijuana can't be exclusively manufactured by the government. Once that cat (or seed) is out of the bag, people will ignore highly taxed Marijuana cigarettes in favor of their own homegrown.
