The soldier in question, Aruqonzo, is one that is known to you, but I think being a bit ambiguous is fine here. Suffice it to say that he has exhibited this sort of behavior in the past (intentional or not), and has appeared disrespctful at those times by doing so. Sad, as he's actually above the competence line for promotion... not that this is saying much (as I alluded to earlier).
