As far as I've been able to work out so far, Skincast gets the "skin of the day" from this website, and installs it for you.

(start bar = start menu, I got a bit confused for a minute then) I think ObjectBar can make the start menu fade when it's clicked on, but I haven't used it in a while, so I can't be sure about it.
When I had Windows ME, I made the start bar fade when I clicked on it. Of course, I clicked on it with a hammer, so I'm not sure this is what you're after. The only program that I know of that could help you is WindowFX, which you can find on the stardock website. But I'm not sure if it works on Windows 98\ME.

The reason why that happens is because you need to include some file (I think it's called shellstyle.dll or something) in the skin, and since the file is copywrited by microsoft, there is no legal way of sending it. I am not a skinner or programmer, so I'm not sure how it works, but for some reason, some skins have that part skinned anyway.
