How do i use XP Skins? in WinCustomize Talk WinCustomize Forums

Hey, i have windows XP but i dont know how to get the skins ive downloaded installed do i have to have windows blinds? if i dont, the only thing ive tried is the theme tab under display properites? what else is there?
