No. Did Saddam blow up a Navy ship, blast two embassies, or fly three airliners into buildings located withing the borders of the USA, killing a couple thousand civilians? No. Saddam was at best a reigonal threat. The first gulf war, and the following sanctions were effective in keeping him from re-building his military to pre Gulf War I stand
