As a former taxicab owner/operator back in 84-88, I'm appalled at this situation and the lack of support for these owners/drivers! As an owner I picked and chose whom I'd transport, usually just not picking up a fare that didn't come out of their own home, when they'd call for a cab at 4:00 a.m. Off the street fares were dangerous in certain areas and at certain times of day.
