To add to what Daiwa has said; very few WindowBlinds included the wall, of the few that do most are in a zip file in the skin folder once it is installed so will not apply when the skin is. Currently I can only think of 2 or 3 WB skinners who include wallpapers.
Open OD2 config; Settings; Advanced Tweaks; uncheck first option ( When a shortcut is run....) this will allow for a new instance to open when shortcut is clicked rather than the open one being brought to front.
This is just a shot in the dark from looking at your pics, have you checked Display Properties to see that your color quality is set to highest bit depth.

For 3 and 4 if taskbar is locked they will not show. (this is based on how XP works) For 4 if you do not have quick launch or any other toolbars on taskbar you will not see it.

Check your settings in WB config for the taskbar size, is best set at let skin decide. Azenis 2, if downloaded from WC is an older XP only skin.

For WindowsFX4, seems no window animations for XP, since I am just a casual PC user not a power user the other features don't seem useful for me. Again will be installed when I get a new system.

It may be a Windows 7 Starter/MyColors thing. Since Starter is not a target OS I don't think Stardock does much testing on it.

IMO these should be upload to the Desktop Gadgets gallery instead of being down loadable here in the forums. Since they fit the Desktop Gadgets gallery being able to download from the forums bypasses WC's upload/moderation process.
