In my experience, you need to research Republic and democracy to have a healthy economy. The 20K cap seems to come into play only when I am a Dictatorship. I lean towards researching the economic tree as soon as I have enough military techs to protect myself from nearby aggressors. Get to stock exchanges ASAP! No, the prices continue to go up as you get closer to your total logistics ability. If you research the next levels of logistics and or build a hyperion logistics system, the cost of your next non-mining starbase will go down.

Although I agree with you as far as the commercialization of the holidays goes, statistically there are more suicides during April. I saw Mike Rowe on Dirty Jobs do an Ostrich round up. They used a black sock to slide over their eyes so they could be pushed where you want them.
