Looking for suggestions re: Free/Shareware apps for image creation/editing in WinCustomize Talk WinCustomize Forums

I'm new to skinning and would like to dabble a bit. Any suggestions regarding a good (and easy) Free/Shareware app to create icons and other skin images from scratch? The styles I'm interested in creating would be similar to iSkin by Judge and LaST (Cobalt) by mormegil (BZ to both of them). Stu
