Oh yeah read the agreement about permit to transfer your domain to other seller. Some won't even allow you to make your own server or look elsewhere for web and email hosting. Yes, you can have separate domain seller and web/email host.
Really read the agreement. Some domain sellers don't sell it to you, but "rent" it to you. Look elsewhere if thats the case. Second part: No. You can set a web server and give away IP address, but if you want domain name, you have to buy one. Once you get domain, login and set IP address to whatever IP your server is. needless to say, you MUST have static IP and not dynamic IP on your server, that is if you decide to use your own server.
