They allow your ships to travel further away from your planets. Like on a huge map if your planets are on the left side of the map, Life support lets your ships travel further away to the right. The best way to do this though is to build star bases on the right side, This allows your ships to travel further.

What I mean is when you capture a planet can you decide not to start a colony on it. I have removed all population from a planet hoping I wouldn't have manage it but the next turn it is still under my control and the population has increased from 0 to 100. My reason for this is on a large or huge map with war as the only option I will be trying to manage up to 20 or 30 weak planets that I don't want. Ariakas
