To see this, start a new game with the default humans, then switch spending and social to 100%. Try to build a series of factories. Alternately, buy the first one outright. Either way, it will say that it will take one week to complete, but in reality will take two.
Yeah. I've tried the alternate now, it sounds like it matches the mission you were describing. If you aren't going to culturally dominate them, you may have to much influence to go the diplomatic route. On the relations screen, is there anything hinting at them being uneasy about it, such as we know what you're doing or something about borders. Try decreasing your influence.

Also, instead of having trade routes all over the galaxy, I may focus half (early on) of my trade routes with a particular civ (may be excessive, still exploring somewhat).
I tend to have the same problem of zipping through my turns too fast. So, I set myself a goal of checking over my empire at the end of every month. I don't dig through every corner unless I've got some special reason to, such as a new improvement. Recently, I came across a couple minor glitches. V 1.0X. I don't know if they existed before this version, but I've found them now. First, while I was creating a custom race, I somehow ended up with two simultaneous color schemes. Okay now. This following bit of advice isn't for laptops or small computers. Towers work best. Tip Three install some case fans. Expected cost ($10 ~ $20). Theory: Well chosen case fans can move more air over hot parts such as the CPU. Even if the CPU has a powerful heatsink and fan, it does no good if the cool air isn't moved over and hot air pushed out of the computer.
