As a competetive player (particulary of RTS), I understand the importance of balance. I also believe you should be able to do early attacks. The reason they are so effective in Elemental is because the game is designflawed. You couldn't rush A.I in Master of Magic on a challenging difficulty lvl. The Elder Scrolls is one of those game series which I've never played. But scaling alone make me hostile to it. If you've played Puzzle Quest then you know what I mean. From one quick look at f.e. GameSpots reviews and its users, I cannot trust the users as their "reviews" are 5 sentences long. A review must mention pros'n'cons and tell you what works and what doesn't. To begin with, what's "ingot(s)"? Maybe Master of Magics transmuting would do? If on a 1 for 4 or 5 cost then sure. Could add a faction trait called "Transmute" that increased the trade ratio. Another option could be like the Market from HoMM. The more of the buildings you had the better exchange rates. Whatever you decide upon, make it work.
