jreynol2, don't panic. You'll be able to see the site long before the actual beta starts. I'm sure it's just a slight mistake that pre-orders can't yet view the site. To be fair to Stardock, only the people who have actually bought GC, AP or TGN directly from Stardock and given money to them have made the sequel possible, so it's only fair that they get the first look. Difficulty level effects in Galactic Civilizations II GalCiv2 Forums

One of the things I would love to see changed in GC2 is the way difficulty is handled. In GC1 difficulty was effectively all about bonus' and changes to difficulty just changed the bonus'. In GC2 I would like to see this continued but also for difficulty level to have changes in gameplay. Some examples - Fog of war: lowest difficulty has no FOG with player seeing all planets and ships from the start. Medium levels allow player to see

Actually drmiler, it's not legally as simple as that. As you are no doubt aware, the lack of ratification on a treaty does not automatically make it non binding. The signature alone, coupled with 25 years of tacit ascent to the protocols makes a legal case for a contractural ratification.
