It is indeed an object, not a widget, contained within the DX2 distribution, so you could try re-installing/repairing DesktopX if you've accidentally deleted it. I have the same problem. Whilst WindowBlinds can apply skins fine, ThemeManager does not appear to be applying suites even though it appears to go through the motions of downloading the relevant 'suite' files. I'd be interested to know a solution to this also.
