Couple of concerns: 1. The AI has to be taught how to use them properly. It has to design both carriers and fighters as well know how to keep the carrier supplied with fighters. It has to know when to invest in them and when not to. IMO this could be the killer, if the AI can't use it then either it can't go in or you have to take away the option for it to build
