How do I install the icons? in Icons WinCustomize Forums

I just downloaded "ShinyBlack.ip" which is a file of icons. My concern is it did not come with a readme file and I have no idea what to do with that file. Can someone tell me what to do please? Just a comment: Does this site offer RSS feeds for forum posts? If not, they should.
