Having another civ come and colonize a good world before you? It really boils down to "Hey, I saw it first". The ability to Claim a world before you Colonize would nice. The way it could work is a survey ship could just park in orbit of a system and keep the other civs from taking it. It's like when Spainish explorers hit land, stick a flag in the ground, and claim it for Spain. What do you think?

It seems to me that a blockade would HAVE to block most, if not all planetary trade. Second, that planets produtction would shift completely to military production.(not nessessaraly ships, a huge "Sky Beam" might scare off a blockade.) Third, Planet revenue would be cut. not all the way to zero, just to half for example. What do you say?

Back to the issue os minor races IN GAL CIV. I say that all races start out as a "Minor Race" Then at the end of the year, The top 6 races are declared major. The list would be updated yearly, so mabey the Yor get severly weakened, drop off the major list, and the Alexians take their place. Whos with me?

For balancing sakes it would probably be good if each race had a pre-defined start system, especially if saturn was turned into a cultural bonus world as TheJopa suggests. So how does that fit with custom races? Do you get to build your own Starting System? How should that work?
