It gives three choices, the first one (The Good Choice) is to choose being stuck under the ice caps, and it is listed as a -11% Productivity Choice. The next one, supposedly the neutral choice, is to move them all to a smaller sub continet at a -15% Productivity choice. The evil choice, is to use them as slaves with a +29% Productivity choice.
