Also based on your listed abilities you want to create colonies on planets with PQ 15 and above only. At least to start.
If you are palying something other than 1.19 or better starbases also have maintenance cost

From what I can figure out it's a combination of things. You must be able to convince the AIs that you are a worthy alliance partner... This requires a combination of population (money), trade, diplomatic relationship, military strength, production capcity and of course a healthy bribe. :D Your alignment does have an effect on your ability to ally with the 'good' races. But it's your military strength that bring the 'evil' ones to the table. This is probably an over simplification I

Wonders and trade goods affect the empire's abilities as well as the plaents abilities on which they are built. Wonders and trade goods can never be built again. It's been my experience (and I remeber reading this in another thread but I can't find it) that if the planet is invaded that build the wonders or trade goods only that planet retains the benifits.
