I have one more thing before I let this go... Farey I know exactly what depression is I have lived with it for 13 years and believe you me when you say that I don't know after I have already explained what it is sounds awfully stupid to try and combat with no real backup... I have depression but I choose to treat my condition were as you just flutter it and ignore it and smoke to escape from it... the truth is that none of these options work to help the condition but make the situation far worse

InvTactics.xml is used to add invasion tactics to the game like when you take a planet it has some effects attached to it. Anomolies.xml is used to add anomolies of different types to the game you just need to have a pic that matches the game format.. no you wouldn't nessiarialy get a tech every four techs it is a dice roll meaning the one side of the dice is the get free tech side so basically when you roll you have a chance 1 in say 6 for a normal die of landing on that get free tech side of the die.. It is not every 1 in four techs as you suggest.. like playing Craps you shoot for seven and you have a 1 in 2 chance of rolling a 7 everytime you roll the dice..the percentage of creativity is the odds of you hitting the seven to say the most
