Sins never had any great appeal to me for multiplayer beyond a lan environment with some friends, but even so doing it now with Rebellion appeals even less than usual. As a beta, with numerous issues and incomplete (or missing) races, I'd rather play Trinity then get into a Rebellion match in it's current state.

Having it this way has some merit when playing with research speeds on the slowest setting, as then the argument that it benefits planning ahead for exactly when you need it makes some sense, as time requirements for research is actually a significant factor. So as plenty of people are aware, Armistice can be kind of annoying, dragging out combat in a system much longer than it would otherwise be. As I've recently noticed in a match against an AI, 3 Akkans are capable of doing it indefinitely, and as incredibly frustrating as that is, that's a balance discussion for somewhere else, the "bug" I'm referring to here is simply how the AI chooses to deal with that particular situation. This just sounds like the Insurgency tech kicking in, not really any reason your ally should be immune to that, especially if it was some of the AI players that had researched it. Although I would agree that if an allied player was the one with Insurgency, it should not affect you (which may or may not be the case now, I have no idea)

I'd have to agree, having now finished a full game as both AI factions, they feel about the same, and also about the same as they were before. Sure, a few small things stand out, but far too much of what is changed is, while possibly significant for those super attentive to balance and from a number crunchers point of view, I find to be too passive to change the feel of either faction, especially the Loyalists. I'm not sure what's so hard to believe about it being an accident. I'm a little confused as to why you would think nothing would be charged until release. If there was no payment until release, then what sense is there in taking pre-orders at all? Isn't the entire point to have people pay for the product in advance? Honestly, the only thing I was ever surprised about was that they even wait for the beta release, rather than bill immediately upon order.
