No, Spin Control is *far* easier to abuse than that. Step 1: Build a large military. Step 2: Don't build Spin Control. Find the idiot who did. Step 3: Take it. If it's balanced, then it should be no harder to take it than it would be to take a well-defended planet from an opponent who focused on military. Now, you have a large military AND a five times multiplier. Oops. Sorry, but this seems a poorly thought out galactic achievement. Diplomacy
