Doubling the fines will help, however, i don't think that they are all employed with companies that can afford a personnel dept to check out what is a good document vs a phony iDt. As I undertand it it is very easy to get a fake social security card and now many states want to give drivers licenses on demand. Also many work by the day or belong to gangs and don't work.
