Right click on the start button, click on properties, you have two choices, start menu, or 'classic' start menu. If you have it set on 'classic' start menu Iconpackager won't be able to apply icons here. If you use the default XP start menu it does apply icons here. Hope this helps...

Also, if you have your hard drive partitioned you need to set your first scratch disk to the partition that does NOT have Photoshop installed on it. Click Edit, click preferences, click scratch disk and set the first scratch disc location.
